Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*

Open a new image 800x800
Select all,  add a new layer, paste paper 3 into selection, apply your mask,
delete, merge group.

Resize frame 1 to 75%, move up and to the right just a bit,
duplicate, move down and to the left, below the top frame,
erase the parts showing inside the frames.
Take your free hand tool, draw around the circle part of the frames,
paste paper 2, invert, delete, select none, move below the frames.

Paste your close up tube below the frames, duplicate, move above,
erase the parts you don't want showing.

Paste element 29 at the bottom below the paper layer of the frame.
Paste element 46 on the mask layer, move down some, erase the bottom part,
duplicate, flip, move down.
Paste element 69, being on the top layer.

Resize element 79 to 45%, apply Mura Meister Copies-Encircle, first number on 12,
move to just above the mask layer, take your Pick tool to fit it better around the frame.
Resize element 18 to 35%, flip, paste, apply Mura Meister Copies-Encircle, first
number change to 18, paste below the orange flower circle up and to the right,
adjust to your liking, duplicate, mirror, flip, adjust.

Resize element 13 to 35%, paste below the glitter leaves layer on the frame, erase
some of the stem that is over the frame.
Resize element 50 to 35%, mirror, paste on the left below the tube layer,
duplicate, mirror, move more on the right.
Paste element 51 on the right below the tube layer, duplicate, mirror, move
down to just above the mask layer on the left.
Paste element 70 on the top layer on the left, erase a little at the top and bottom,
duplicate, mirror, move up just a little.

Add any other elements that you would like.

Once happy with your tag, close off any background you might have used.
Crop your tag to be sure no stray shadows are on the edges,  merge visible.
Resize first, sharpen, add your copyright and name.

Hope you enjoyed doing my tut.
